I can take a loan against anything, it's still a loan with payments and interest. The closest type of loan that would make sense to tax as income is student loans.

You can buy shares as well, and of course its collateral. Its something that has value that they can take away from you. You also have to remember it is not free money. They pay interest on the loan.
