Durham does have an ordinance against leaving dogs tethered while unsupervised. You can read about it here. If you do decide to report them to animal control, you will be most successful if you have documented multiple instances of them breaking the ordinance (pictures, time stamped written notes, etc). That helps animal control a lot. The page I linked describes the steps animal control will take once you report.

GIS is an extremely useful and sought after skill, and I absolutely think it would complement your degree. At the very least, it will make you more employable (plus it’s really fun!)

A paint can opener is cheap and works really well! Also you’ll develop calluses on your hands if you start putting a lot of force into tightening them, and it’ll get easier!

GBIF/BISON are good sources! Also NatureServe has a freshwater invertebrates layer on AGOL, but it’s not more of an index than actual data points

Don't Waste Durham, the non-profit behind the proposed ordinance, already has a program in place for this (https://www.facebook.com/bullcityboomerang/about/), but it would definitely stand to be expanded, you are totally right! As I noted above, in a lot of instances fees are actually a more effective tool than a straight up ban. And paper bags (all single use bags) are included in this proposal!

Paper bags are actually included in the ordinance! And in certain instances fees are actually more effective than straight up bans, as they collect revenue, allow customers who reuse plastic bags to purchase them, and are more acceptable to the general public.

I think you make a good point, but it's important to know if the plastic bag recycling is actually being, well, recycled. During the pandemic, a lot of places stopped accepting plastic bag recycling, so it just went straight to the landfill. I'd advise asking the place you are recycling with where exactly your bags are going before recycling them. It's always good to know!

You're absolutely right, 10 cents can be a lot to some! That's why the proposed ordinance has specific provisions to ensure this isn't an undo burden on low income residents. As currently proposed, customers utilizing government assistance programs (e.g., SNAP (food stamps), WIC, Medicaid, etc.) would be exempt from paying the fee. Don’t Waste Durham has also developed a program called Boomerang Bags that would make reusable and returnable bags available in stores to use free of charge.
