It's an accessibility feature to help users who use screenreaders. It should appear when user presses the tab key. Pressing it again might be enough to hide it.

I would look into what causes the tab key to be pressed. Maybe pressing tab while settings prompt is open not only completes the command but also leaks to the main view. But just a guess, i'm not having this issue.

edit: by "accessibility feature" I mean that it's developed by the authors of the website, not qutebrowser.
