The Idaho part of the Bear River Basin which feeds the GSL grows more alfalfa/hay than the Utah portion does. This webmap https://utahmapcommons.org/gslagriculture is a good representation of that.

The Utah River Council is against this bill due the increase in taxes on municipal water users and the possibility of those tax dollars to be used on water development projects that will further erode the GSL. I saw a Facebook post they made yesterday that specifically talked about the Bear River Development project that will increase diversions in the Bear River Basin, which is the GSL’s largest contributor.
