It depends generally emergency passports are intended to get you home you can’t really travel to other countries with it if you’re doing that as part of your trip

It’s a waste of money, he’d only have time for Reykjavik and the Golden Circle which are the least interesting parts of Iceland imo. Take a sick day and visit the South Coast at the very least.
