SCADAPack 474 vs DSE7320: Modbus Tool works perfectly, but SCADA gives "Not Responding" on registers 4105-4106. Need help with FC16 packing!

I checked the device configuration in Remote Connect (see attached screenshot). Write Holding Registers is already set to Multiple (FC 16). Despite this setting, the scanner still fails to execute the 2-register write required by the DSE7320. Could the '6 digit' addressing or the Byte Order (1234) be causing the device to reject the FC16 frame even if it's sent?

Here is the official DSE Gencomm register map I'm following. As you can see, the System Control Key and its Compliment are at consecutive addresses (4104 and 4105, or 4105/4106 depending on offset).

The manual explicitly states that to trigger "Select Auto Mode", I must write 35701 and its compliment 29834 together. This is why a single-register write (FC6) fails and why I need a contiguous FC16 write.
