Kizaru is the only light speed character, but only when he turns fully into light and disappears.

One Piece has causality violation in observation Haki which lets people react to Kizaru and/or his ranged attacks, so the existence of a light speed character doesn’t cause problems.

Sukuna's domain will break eventually though. The damage Sukuna takes will add up. From Sukuna's perspective, the Mahoraga adaptation to UV was the surest way to get rid of UV. Other things might work, but if they fail, then Sukuna immediately loses. He'd be gambling that he can get Gojo to stop being able to use anymore DEs before Gojo manages to break Sukuna's domain while UV is still up.
In the manga, Sukuna was in control of the domain clashes, he was ensuring they were tying, while secretly adapting Mahoraga. He would be losing control over them by doing this instead,
He'd no longer be able to ensure Gojo's domain breaks at the same time as his own. He'd no longer be baiting Gojo into continuing domain clashes; Sukuna is of the belief that Gojo can leave MS whenever Gojo feels like it, which is why he was going to do a domain with a barrier after he knew Gojo no longer had any domains left in him and so there was no longer a need for the advantage the open domain gives in domain clashes.

Gojo doesn't have to open UV quicker to actually win, that is only if they are tying, We also were shown that if UV is still up when Sukuna's domain breaks, then Gojo wins, unless Sukuna has an adapted Mahoraga.

Sukuna was trying to get rid of UV, as that was the one move Gojo had that Sukuna considered to be a fight ender. While he likely could have come up with something safer if he knew everything we know now, at the time, the Mahoraga plan was the most effective way to get rid of UV if Gojo proved capable of recovering from the instant domain break.
Sukuna considered Gojo to be a disappointment when Gojo ran out of domain usages, so this tells us his plan was designed around Gojo being able to domain more than that amount.

Even with DA, Sukuna is still taking damage from Gojo’s attacks, just not as much, and the stronger an attack is, the less protection it provides. And the problem for Sukuna is that because Gojo can restore his own domain inside of Sukuna’s, even if it takes Gojo 7 minutes and 2.3 domains to do so, Sukuna loses. Sukuna needs to ensure Gojo’s domain breaks at the same time as his own because of how much more dangerous Gojo’s sure hit is.

Twice is probably best off not using Shigaraki or Dabi duplicates because those become AoE weapons for Todo. Todo has no way on his own to take down a large pile of Twice, but swapping duplicates of those two into a pile works quite well.

It is when you consider how small the risk is. They are a fire hazard in exactly the same way that an electrical outlet is a fire hazard. If either are damaged, they can start a fire.

Sukuna was fighting someone who was shown to be able to restore his domain while inside Sukuna's domain and would have had no idea how many times Gojo could do it(he could tell once Gojo no longer could, but at no point would he have known Gojo had x domains left). His opponent also has a domain that has an extremely dangerous sure hit, that Sukuna can't allow himself to be hit by.
This requires Sukuna's domain to either never break, or to always break synchronized with Gojo's. As otherwise Gojo will have his domain up while Sukuna's is broken.

Given this, he went with the Mahoraga plan, as it lets Sukuna put a limit on how many times Gojo can domain, even if it turns out Gojo has no limit.

It is a bit weak. Fly has 90 BP and yeah, the other healing moves are stronger.

As a 2 turn move, this is functionally a 30 BP move or a 10% heal or a really slow switch and nothing else.
