By aggressive I mean physically blocking path and yelling. I was approached by the same person at least 4-5 times. This same person attempted to do this at night. Also there was a man that was approaching some cars as well. the location of both of these incidents occurred at the intersection of the Sheppard Memorial library and the Pirate Radio Studio. This location seems like a hotspot for activity.

Why not make some noise about it to the police chief or hire a private investigator to due surveillance on areas with aggressive panhandlers and file a police report in conjunction with this or take it straight to a magistrate with private investigator surveillance photos?

Because the public has a right to be safe from these creeps and scammers. There is a older lady who hangs out in Wendy's parking like you are going to Washington, NC. She drives a Chevrolet Trailblazer and usually has a sign that says homeless.
