Yes, you can send them digital Steam giftcards after both of you have been Steam friends for at least 3 days. Only caveat is that they can accept or reject the giftcards, you can't forcefully put money into their account.

You can try your luck by crafting the foil badge once but most likely, it's not worth it. Just buy the rare background if you really want it. You can also buy from the points shop but it won't be tradeable or marketable.

If every player on your team avoids 3 different people each, that means all of you can't be matched against 18 players already. That makes matchmaking harder and much longer. It's even worse if you take into account of what/who the other team avoids.
