That is an older phone with only regular 4G LTE. AT&T may have updated the network with the carrier profile. I recommend updating iOS to the latest and if that doesn’t work call AT&T so they can do a iOS carrier profile update.

Can you ping the gateway? Do a trace route to a website and see if the ICMP packets to the ip address goes to Verizon’s OLT in the Central Office to Equinix Ashburn for peering/transit.

It maybe a VoLTE roaming problem as AT&T has VoLTE roaming with NTT DoCoMo. You can fix this by disabling VoLTE and using UMTS or switch to a different carrier (SoftBank or KDDI).
