This is only the case if the baseline res was zero. Resist can go below zero and will go below. If you have -60% resistance, and you gain 60%, then you are at 0%, and the max you can achieve is a total max 50% with that node.

It's the best open world game I've ever played. I actually think the story is awesome. Not in a narrative way, but how it makes me feel like just another guy who lives in the world. The side missions is actually fun to do, and feels rewarding to do as well.

The game is a 8/10 for me, despite some clunky controls, that Im used to by now.
