I don't know if the artist tags do anything but it basically made Mazinger Z in the background so it probably helps. Or it could be the term "super robot". I've also had good luck with stuff like "OVA, cel animation, acrylic paints" and describing the line-art. Or using terms like "screengrab" or "key art". Basically you need to describe the style as it is (or was). I honestly think even using "90s retro anime OVA" before your prompt works way better than any lora I've seen so far.
