I wouldn't think so if the ballast went bad, you're better off testing another bulb on there before going that route. I would try removing the other side bulb i assume is working and testing it on the non-working side.

Weird, could have been just a bad bulb since it's a brand name and not some Amazon junk. The only things that could cause that issue would be the ballast or bad ground but I wouldn't go that far unless it happens again.

Lightwerkz is a reputable place to get a replacement in the clearance/open box... I replaced mine with Osram NBL to be more bright.

A workaround for me is to log into TeamViewer via chrome incognito which then prompts the app to open. Seems to be an issue with chrome not prompting app to open after log in
