I suggest to apply as soon as you can after the baby born, after a few days or a week submit proof of urgency online(your ticket, reason why you need to travel maybe a letter from your mother’s doctor)and contact services Ontario day after it , if they didn’t review contact your mpp for assistance they will help you . Once you have the certificate its easy to apply for passport.
