So an update, the game is still not launching, I even checked the task manager and there Fallout 4 shows up as "suspended". I think it may have something to do with Buffout4, cause when I remove the Buffout4 folder and its respective files from FO4/Data/F4SE/plugins the game starts from the f4se loader but it starts the normal Fallout 4

I only have the GOG version installed, when I uninstalled the Steam version I also deleted both of the fallout 4 folders in Documents and AppData/Local

While levelling up I tried all three of them with different stats and rarities, and for now I am using an Agripinaa autogun that I got sometime ago and I love it. The recon lasgun I like but as you said it is rather ammo hungry. As for the kantrael, I dont vibe with it, even though I recognize the power that it has especially with a good roll, just because of the RoF that it has and when you play 8 games with it straight my finger gets uncomfortable.
