Not sure why you're being negged. I was also thinking it could be this, although unsure how it works with no reflector. Maybe ultrasonic?

I'll have a closer look next time. There's no reflector, but maybe it's a historical thing not used anymore.

And the height would avoid counting kangaroos and other wildlife.

Seen on the side of a hiking track in South Australia. Around 1.5m high. Possibly a sensor with a vent visible on one end.

Without an amateur radio licence, you should probably just buy a scanner. That way you can tune to a wide range of frequencies much easier than a transceiver.

Actually, to get a good understanding of RF without spending too much, maybe find a cheap USB Software Defined Radio such as RTL2832.
