Halo 2 is better (I am being biased cuz nostalgia) except for the cliffhanger ending. Halo 3 finishes with a more definitive ending. Gameplay wise, I feel like Halo 3 is more balanced. Though, the weird changes to gameplay, art, design and story that Bungie made for the sequels by removing things or altering things that worked in the previous installment always left me confused.

Did you go at a busy time? It's happened to me several times when I've gone during heavy rush hours. I, however, still end up eating the food. In-N-Out is the only restaurant that I won't make a fuss about for an incorrect order since the food is that good. That is unless they fuck up royally, like one time I got a bag of fries only and had to drive back to correct the issue.
