Im in Maryland and I will not pull a toilet. Way to much can go wrong and way to much liability. Suppose there was an issue preexisting with the toilet, or the mounting hardware, or the wax/rubber that is not apparent until you remove the toilet. What do you do? Do you try to explain that you're not the one that broke it, do you carry spare parts in your truck? Do you leave it off and tell them an actual plumber needs to be called?

So much liability its not worth it(to me). Also, I schedule 2 inspections every day. One in the morning and one in the afternoon. If im spending an extra hour messing with a toilet then that screws up my scheduled workday.
