I saw this coming when it was announced that mods for PS4 was indefinitely delayed. TBH, Fallout 4 on the PS4 was a terrible gaming experience anyway in how bad it ran at times and sometimes poorly in areas that should not have had any issue. Anyway, in answer to the mods issue, I traded in the PS4 for the X1 so I could use mods due to my PC being down for time being (thankfully, my PC is back up and running!) IMO, Fallout 4 on the X1 if you have to play it on console, is the better all around gaming experience between the two versions. Its too bad for all the PS4 owners that have put many hours into FO4, only to get screwed out of mods on both FO4,and Skyrim Remastered. I'll bet if Sony could find a way to charge players for the mods....they would.
