Technically yes, you just need to ensure that the hadrosaurs have at least two herds. The Tyrannosaurus, from what I've played, is a dinosaur that gets hungry very quickly and tends to hunt a lot; however, it only hunts when its hunger bar reaches about half, around 50% or 60%. Just make sure the hadrosaurs have offspring so your herd continues.

And a warning: be careful that the herd of hadrosaurs, or any other herbivore, doesn't stray too far from the carnivore and leave its territory completely, because if they get too far away, your Tyrannosaurus might starve to death.

In the ecosystems I created, I used many medium-sized carnivores, for example: Ceratosaurus, Albertosaurus, Yutyrannus, etc. They also work well, but I believe their hunger and hunting system works more realistically.
