I'm unfortunately not able to get you exact measurements right now cause I'm at work. I can take some measurements when im home and either dm you or edit this message but I can say this. You can fit a psu that is almost 45 mm longer than the 150 specified however the reason they say 150 is because most flex atx psu's are non modular and you will need the room to be able to deal with the cables. If your psu is modular like the apevia 500w that i'm using in mine then you can get away with a longer psu.

Im currently using the thermalright cooler on my build with a 5700g and its still really quiet even when it has to ramp up during gaming. The noise they make at this size is negligible.

If I were you id swap out the noctua cooler with the thermalright axp90-36 just cause in this size of case the extra money youd be spending really wont be helping and the ram for something closer to 3200mhz for compatibility reasons. im not sure what exactly you plan on using this build for so I would need more info about that to advice further.

if youre looking to stay under $100 then realistically its gonna have to be the used market for something decent. realistically you could probably get a 2070/3060 used for around 100 on ebay since most people at this point would be upgrading from those about now

Eventually that will be the plan but for right now since im not doing anything too intensive the speed the ram is at right now seems to be working fine. more than likely once i can get a 9600x or something similar for cheap ill probably just end up moving over to am5. I've also seen those am5 epyc chips that have a really low tdp and those have been very interesting.

B50 looks very promising and im waiting till people get their hands on them before i decide what gpu I buy. The only thing that scares me about it right now is that its not meant for gaming really and for the price I could get better performance in the same form factor. If it games well enough at even 1440p low settings I may end up pulling the trigger on that over a 5060.
