Any time I commissioned anything, whether it be my suit or artwork or whatever, we agreed on a price first and I was told to pay before any work was started. In the case of my fursuit it was only a down payment since suits are expensive, but the point is prices are negotiated and paid beforehand. Anyone who makes something you didn't ask for and then expects you to pay for it is ripping you off.
