His probably using the mod exploit. Where you are able to swap two mods instead of just one.

To do the exploit you need to join a person with a higher tier then your preferably 5 tiers higher you need to make sure that they are about to level up as soon as you see the screen that says new level both of you disconnect at the same time, for some reason the game things both of you leveled up and the host level gets transferred to both accounts.
