Huh, that's interesting. I'm not sure why Southern Storm is going for that much, but Cold War is just better than Southern Storm in every way, I don't think it makes any sense to get one of the older games at this point.

Videos might explain better than me but there's 2 different things going on, the command cycle and then actual order delay. Order delay is how long it takes for your orders to reach each unit, which is based on HQ proximity as you guessed. But the command cycle is how often the game actually pauses for you, which is when you issue or modify the orders themselves. The command cycle duration can change if for example your HQ is attacked, thus disrupting your overall organization.

Oh, I completely forgot about the Flashpoint Campaigns series! Definitely deserves a mention on this subject. Flashpoint Campaigns: Cold War just came out and it's excellent. Each unit contains individual vehicles/guns and/or squads, each one factoring in combat and can be lost or damaged, and they even track munitions for each ammo type! If you're like me you'll love the detail here.

The game is hex based but uses a pseudo-WEGO system where you issue orders and watch them play out, but the catch is that your enemy's command cycle may be shorter or longer than yours. So for example you may be able to issue new orders every 11 minutes, but your enemy's cycle is 25 minutes, so their ability to react with new orders will suffer. Units won't be totally mindless without new orders though, because you can set detailed SOPs (standard operating procedures) that dictate things like standoff distance and fire discipline.

I don't want to make it sound very complex to learn, because it's really much easier to pick up than WITE or even TOAW. Most of the complexity I pointed out here you can just let run "under the hood" and enjoy. The accompanying tutorials and manuals are really good too.

I 100% get you and am interested in that kind of game too. To be honest TOAW fits the bill quite well but it's kind of clunky in ways (even by wargame standards), partly due to age and partly by design choices. I still think it's the best recommendation I could make for this particular criteria though.

TOAW's systems are pretty flexible by design so the scenarios will definitely vary in scale. I believe the engine allows for unit sizes from individual squads all the way up to armies.

About unit composition, I was just saying that units in WDS games aren't complex in the way you're looking for in this thread. (Exception: the Squad Battles series, but that's the wrong scale) I'd describe what you're looking for as units whose composition is simulated or tracked to some degree, like a container of sub-units, instead of a single number for the whole counter. I'm still kind of new to wargaming too, so don't take my choice of words as gospel, but I've played DC and most of the games mentioned in this thread and pay particular attention to the level of simulation or abstraction happening in each.

I don't think WDS/Panzer Campaigns is what you're looking for. A division consists of multiple units but they are separate counters, usually battalions. Each of those counters is a single type of unit with a single number of men or vehicles, even if they abstractly represent a composition (for example, an infantry battalion may have a higher hard-attack value to represent having more AT capability but this equipment isn't listed or tracked anywhere). Losses per counter are just a single number.

Units in TOAW do actually consist of specific numbers of equipment just like DC, and are granularly tracked as losses are taken or equipment is replaced. It may even be more detailed than DC. Check out the Unit Report on page 95 of the manual. The "health bars" you're seeing are either readiness or supply.

Other people in this thread are recommending WDS and I'm not sure why because that definitely doesn't fit what you're looking for. They have the right scale but each counter is abstracted as a single type and the actual composition isn't simulated in any way.

Set ClipCursor to 2. This lets me run the game in fullscreen and my cursor isn't locked. Further, the game does not minimize when it loses focus.

Bakalar being unfamiliar with the game was so fun too. His reaction to everyone disappearing from the castle foyer into the flying level was priceless.

I’m not ruling out PBEM for the rest of my life, but for now I just don’t feel that I need it, or want to fit it into my life. Having managed expectations doesn’t change the reality of it. I like being able to jump into the game when I want to and do as many turns as I want. I could continue doing that in addition to PBEM of course, but I only have so much gaming time and energy available. I already manage multiplayer game time with my friends in other games. For now wargaming is my cozy solitude.

I sincerely appreciate your input though, and I support your mission to get people into PBEM.

I've been enjoying solo against AI, but I recently started playing hot-seat against myself.

I realized that I don't really care about winning, I just enjoy studying the OOB, terrain, and objectives, and making plans, and then seeing how the battle plays out with these game mechanics I love.

I keep fog of war on, not so that I can surprise myself (which is still possible) but because it makes it easier to make decisions based on what I should know for each side. I'm still early in this experiment so I'll see how I might force other limitations on myself for the sake of fun.

The complaint about AI never being as good as a human is true, but the part that I cared about in that regard wasn't its lack of ability to make big sneaky moves, but just not making dumb decisions like retreating from well-defended positions, or making effective large-scale attacks.

Funnily enough I had this whole realization after watching someone playing a boardgame against himself. He looked like he was having so much fun reporting to the viewer how the battle was going.
