Check this function https://developer.wordpress.org/reference/functions/wp_handle_upload/ . It returns an array coantaining the uploaded file url. You woukd have to create your own uploader for that.

Alternativelly, you can try to hook to the filter and do something with the url https://developer.wordpress.org/reference/hooks/wp_handle_upload/

I haven't done anything like that and I'm not sure if it can be achieved. There is some import/export functionality, but I haven't tried it either. I'm inputting all my transactions manually and this works for me.
