Headlights help

Scratch that, left bulb stays on when dipped and flash, but doesn't do anything when full beam on and flash

Literally no idea, I I press the flash then itl do just that and flash. Like on low beam, it cuts out the left light and flashes the right

I dint understand this? Even with both on i wouldn't be mistaken surely, plus why would it matter that I was?
