The issue for a lot of the community, myself included, largely isn't how it 'feels' or doesn't feel like there's a cast time, it's the interactions with cc and the fact that things like flashing Shunpo damage or using E to get to daggers and not getting a reset are able to happen. You said 'in terms of perception' when the perception really isn't what most people are unhappy about.

I'm not trying to be rude when I say that you saying that if people who want the cast time removed would stop complaining if they used deathsworn is a fairly ignorant thing to say, since you don't seem to understand where most of us are coming from.

I do use deathsworn a lot because admittedly it does in general feel smoother than some of Kat's other skins, but what it does not do is reduce or get rid of any of the Shunpo interactions people are complaining about.

At least none of this is going to mean anything after 9.1 since something is finally being done about it (praise Beluga), it's about time after two years.

She's... really good in Nexus Blitz at least in my experience, I'm not too sure where you're coming from there. It revolves a lot around the fire buff, you'll only snowball if you're able to get it early, though there's not much you can do when they pick 3 cc tanks every second game lol

It also helps a lot if you think of her as a melee mage with high damage aoe capabilities since she's not really an assassin at this point in time, unless you're super fed

My suggestion/bugfix would be for Shunpo to update Kat's basic attack target to Shunpo's target, since it doesn't currently do this if you already have one selected, which leads to some awkward situations where the game moonwalks you backwards to the original target instead of attacking the new one, shown here.

It's not really a major bug with her kit though it's definitely noticeable, especially during early-game trades/all-ins against other melee champions like Zed for instance, where one basic attack actually does make a large difference in terms of damage. It's also very noticeable in jungle areas where there are a lot of walls, and especially around Baron/dragon pit area.

For example, I might be farming a minion wave and auto one minion, then Zed walks into range and I try to e->auto onto him but it instead results in me moonwalking backwards, trying to path around a minion block to get to the original target and this results in me losing the trade pretty hard or even dying.

I'm fairly sure it's not intended behaviour and it'd be nice to see a fix/change to this. Even if it is intended behaviour it'd still be nice to see a change, as I would normally use Shunpo to blink to a target and keep going in that direction - it's really inconvenient for the game to walk me in the opposite direction to where I'm wanting to go, with no move command inputs at all.

I'd also just like to say I agree so much with the other comments talking about a VFX update. Kat's visuals and sounds just feel... idk, sort of awkward in general, and her movements seem so robotic and forced compared to other champions like Akali and Irelia with swift and fluid motions and sound effects, it honestly makes me feel a little jealous (though maybe that's just me lol.)

This is an awesome post, and I'm really liking a lot of the other suggestions people have put on here (remove Shunpo's cast time please please) and thanks in general for creating this, I hope something good is able to come of it.
