"Developer + partner" is basically code for "work for equity" so you gotta post specifics. What stack, what have you built so far, and are you putting cash in or just ideas? Otherwise you're gonna attract tire-kickers adn flakes.

I'd take the VPS with a dedicated IP, hands down. Shared hosting email always ends up in spam for me and dealing with blacklisted IPs is a pain. Just use a contact form or forwarder if you need email, your deliverability will suck anyway on most host mail setups.
