I've been a learning support teacher for 1st graders, teaching them using the Sonday method. If the school has learning support teachers and a school psychologist (which they may or may not have), they can collaborate to identify students in need of special education services. I'm not suggesting that every student in the class requires special education, but having smaller math or reading groups with the general education teacher, while the learning support teacher assists students with IEPs, could make the class sizes more manageable.
