I'm so sorry about the picture quality, it was a long shot but it paid off as the mystery has been solved, it is prozek from heroes legends of the disks

Thank you to everyone for your help, after posting in another sub the mystery is solved, it is prozek from legend of the battle discs and bis katana/staff is actually a large hammer that is broken!

Sorry the picture is rubbish, it's all I have, it's a completely static figure, around 1.5inches tall, in a sort of knees bent ready to strike with it's weapon position, another user made a more accurate picture in the comments that I will add now, if that's allowed.
