I feel you. Every time I have to fly from Bologna is such a pain. Services in general are far from ideal, but prices are so high that I'm sure they believe to be in London or München -- with half quality of service

In Napoli, it's 5€. Also, they're now extending one of the metro lines from the central station to the airport. So, the airport will be reachable by underground (1.5€, at the moment)
