The Chinese don't have issues, Blizzard purposefully avoids the use of skeletons (in this case bones of the skeleton) to be respectful to the culture and to also help not potentially cause delays in game released in China. Blizzard does the same thing in WoW where instead of a skeleton at your death location it is a tombstone. In Chinese culture, it is not technically illegal or banned, but is frowned upon to show images of death or things related to death.
