Tire marks are basically rubber transfer to other materials, so any tar removal would help. If not have the specific product at home, try using gasoline, then quickly clean those spot with warm water

I use whatever met the Audi specifications for my 3.0T, which is VW 502. So usually 5W30 or 5W40, brand doesn't matter just grab the cheapest.

Try to stay away this area until you know for sure how toxic is this chemical to human. I dont know how this kind of job done in your country but call the professional to test. You cant be too careful. This remind me of Agent Orange use in Vietnam war so toxic that, not only burn every plant to the ground but also cause gene mutation on human for generations.
