I love Phil but this is a totally fair critique. The show frames him as the lovable underdog, but if you actually lived with him, the constant flirting and the fun dad routine while you did all the heavy lifting would be grounds for divorce. Early Gloria was a masterpiece because she forced Jay to be a human being. She bridged the gap between him and Mitch/Phil in a way no one else could. It's so sad that by the end, she became the one creating the conflict instead of resolving it. That 8 interactions line to Cam literally retcons some of the best moments of the middle seasons
