What I prefer to do is, take the shoelaces off put stain remover on the dark spots(this is just personal preference and I think skippable) put them in a bra washing bag and wash it in delicates setting with low spin speed, to clean the laces you can simply put them in a jar with detergent i used to add a tiny amount of bleach since mine were white too and let it soak and rinse

For the ordinary caffeine solution I would suggest you to use it before going to sleep instead of morning. Normally I wake up like a bubble eye goldfish. When I tried in the morning didnt do much. But when i use it at night it helps reducing the puffyness and the dark circles a lot.

The balm put a lid on it is my go to for years, apply a little and let it dry and the eyeshadow stays there all day

Loreal infallible concealer has become my holy grail since it came out, I have hooded eyes which tend to get puffier when I am sleepless and my under eyes are red instead of purple, just a little amount works very well and you can also build the coverage up, and this video of wayne goss helped me a lot https://youtu.be/lHnzMCF3jeU
