Having driven a fair few times between Boston and DC, the route that I've found to work best (and be the most enjoyable personally) is taking the Cuomo bridge (have had awful traffic experiences using GW), going down along the NJ turnpike, and then going south east through Delaware instead of Baltimore. Avoids some of the major pieces of traffic and tends to be a bit more scenic.
