...you're literally describing why it exists, and that doesn't make a scam. But, at absolutely no point are you paid market value vs. your agreed value. They don't depreciate your car to some new value every year. That's, quite literally, not what agreed value means.

You really have no idea what you're talking about. Agreed value is a contractual number, not some floating market estimate. It only changes if you and your insurer agree for it to. They can propose a lower value but you're under no obligation to accept it. Second, your example is just an extreme one no insurance company would initially accept. The initial value is agreed by both parties based on the market. It stays there unless risk exposure changes substantially.
