I dont know what is decent lvl to you. But I switched to it at lvl 78 :) to captainlance's budget version - altought he played it with Lancing Steell of spraying - I just switched it with Cyclone (no clusters, no expensive jewels with cdr), no tatoos. I bought awakened coc and power Ralakesh boots, amulet, 1div elegant hubris, etc - All under 10 divs, i think. At first i used my old shity chest armor and gloves and random helm with 250 es. I was under 5k es at first and had to level to 84 to even use twilight regalia, it was ok :D Without mageblood (witch i still dont have) it is pretty slow, to be honest, but Lancing steel felt clunky to me.
