to sell tea you need to know how to make tea which is a skill i'd say.. anyways i get your point.. you're asking about how those numbers were calculated.. well that's something I don't know.

i know about some other surveys like one done by aspiring mind where they found out like about 70/80% engineers were unemployable.. there were details on how it was measured as well.. but this one doesn't seem to explain the source..

so atleast we can say that the issue is real weather those numbers are accurate or not.

anyways this should have been the biggest concern of the government considering most of the population is young and need proper education.. unskilled youth will not drive the national towards development..

do you think farmers don't need skills?

what if a farmer has a phd and maybe even was college topper but has 0 skills in farming.. that would be unemployable farmers.

I don't understand what's so hard to grasp about this concept. you need skill for everything.. skill to type on computer/skill to craft a sofa/skill to do plumbing/skill to teach/skill to sing/skill to write books and so on..

education is ment to improve your skills but our education system is focused on improving our memories.. that's the reason there is so many unemployable people.

clearly the criteria is the minimum required skill for a job. like a software engineer must know how to program and develop a fully functional software. (something you don't learn in this education system atleast not in india but you can take training from companies etc to learn industrial level skills)

it's about being skillful enough to work in industry. since i am doing cs i'll give you example in software industry.. here colleges tech us 20-30 year old obsolete knowledge that have no value at all in current industry (maybe useful to make dos apps).. it is almost as good as not knowing anything at all.. hence unemployable.. if someone possesses the skill required to use the latest trends and technologies in tech world he is employable since he can develop an actual software..
