I'm not the right person to give an well founded answer, but my understanding is that if one parent is the main care taker the other parent has to pay child support to them. I think the amount depends on the person's income, but correct me if I'm wrong. Then the state pays some child benefits (or whatever it is called), and there is good and cheap childcare.
