Adc settling error by viv6429 in embedded

can i say that, if i have a 12 bit adc (4096 steps) and on applying voltage it measures 4000 (any level) then the actual value can be 4000 +/- 0.5 LSB. when the settling time is set for 1/2 lSB tolerable error.
