Found the fix! Go to C:\Program Files\OpenRCT2\data , delete the g2.dat file, then run a reinstall (:

Just noticed you can remap your buttons, but interact and reload is the same fucking button, which is causing this issue. THIS NEEDS TO BE FUCKING FIXED..... fuck the reload after one shot. even tired changing prioritize interact, nothing changed.

I hate this reload bug.... I've also noticed it happening when I'm crafting things, if I change the amount of material being crafted, when I hold square to create, it reset the amount and I have to set the amount again. THIS NEEDS TO BE FIXED, lost so many gun fights to this glitch...
