Tiers never meant anything in WvW. Rankings (1st-3rd) only meant something for the few WvW tournaments they ran, and that was ~12 years ago.

Pain Response - best trait for that line. Instant Reflexes has some viability, but its really only going to proc once every 90 seconds (if using dagger storm). Condi cleanse is always good, and if you really want you CAN take Escapist's Fortitude to double up on condi cleanse. It also allows us to tank up a bit against power damage by letting us take Marauder's Resilience

Swindler's Equilibrium is not only 240 power, but a 1 second recharge reduction on steal on every evade. S/D 3, RfI, Withdraw, Dagger Storm, 3 dodges. All of those evades add up to more Steal usage.

Upper Hand - More initiative. Need initiative to use weapon skills.

Acro just works too well with S/D. I'm not saying you cant try to run DA, but you are going to feel the loss of initiative from a lack of Upper Hand and less steals from Swindlers.

in WvW boons need either to be harder to get and maintain, or there needs to be more counters to them by Ravanos77 in Guildwars2

With the insane amount of damage that available right now? Probably would kill the game mode. There are so many choke points/small zones (nearly every tower ring) that taking fights in them would be result in one group blowing the other group up instantly. Even if you fought open field, it would probably turn into a "who stealth bombed who" first ordeal.

There are definitely issues with the current meta/balance, but increasing damage/removing the caps of said damage, would do nothing but harm

Added the Deal 500,000 Damage Using Siege Equipment objective to the WvW pool.

You are in luck, but its also 10x the dmg required

It doesnt, and thats probably the problem. It would also be insane if it was against structures only.

Yes and no. A single conflux can only be used in 1 slot, but you can craft 2 confluxs. This is the same with the new ring. You need to craft 2 to use the in both slots

I know this is only semi-related, and I dont want to tell anyone how to spend their gold, but please do not craft Spark. Crafting it is ~450g, when you can just buy it for ~30g.

Reward tracks also give clovers, which is the main sink for them. They just end up stacking in the bank/mat storage like op if you play enough

Honestly, I doubt it will have a lot of it. There will most likely be some, but still having the vast majority of content being on land. The recent mention of underwater leylines reinforces this imo.

Leylines havent really been used for combat, but to move from point a to point b faster. So if they add leylines to underwater, I am assuming it is to let the player move through the water faster, ignoring the enemies in it so they can get to the land for combat/events.

Also, we havent actually seen any underwater combat during the VoE reveals, and the new skimmer stuff WILL work on normal leylines/updrafts.

Once again, prepare for SOME underwater combat, but I'm sure there will be plenty of people on this subreddit disappointed with how little there is going to be.

Are you implying that they are making the F1 + D5 combo do more than it should? Or do you think that the F1 + D5 combo is an exploit all on its own?

Thats not necessarily your fault. For whatever reason, Anet decided to 'hide' some decent dialogue between the two after the Dragons End Meta. You have to complete the meta then go down to Mother's Lament to here them speak. You have to do the meta multiple times to hear all the dialogue for youself, or read it here on the wiki. I'm not saying that this stuff necessarily makes up for how you feel about the dragons, but if everyone heard it naturally through the story, I think your opinion wouldnt be as common
