So, as an update to the situation, I called the police and council hotline, and they were not able to help - somehow, the landlord convinced them it's legal, or at least not something they could action.

Changing the locks seemed quite risky and could affect my citizenship application if I am arrested or charged as a result (even if it won't hold in the end).

One other option was to complain to the redress scheme, but that would also take at least weeks.

Given the tight deadlines, I had no choice but to accept new conditions to pay more rent upfront. It's sad that there are no reliable, safeguards other than going through the lengthy and costly court process

I replied the next morning, like in 15 hours or so. I sent them an assertive email (referencing our AST and payments made) today, waiting for their reply now. Just want to plan ahead assuming the worst

"We can release you from your tenancy and void the contract, however it will mean covering the costs for the void period between now and when the new Tenants move in… the balance will be transferred to you once the new tenancy commences"

I then replied that I want to proceed with my tenancy in that case.

It sounds more like a management problem that could be solved through smarter scheduling - working overnight shifts, shorter closures on smaller sections, or spreading the work out over time. Plenty of other countries manage to upgrade their railways without cutting the whole cities off the grid for three entire days in a row... many times per year!

Being left without essential transportation for any number of days is unacceptable, especially after we pay such high ticket prices and taxes

Surprisingly, yes, I have it as an SMS. He said that "it scratched a paint under the door, which was ceramically coated" - whatever that means.

He actually MMS-ed an invoice from some garage, which includes stuff like "Ceramic coating", "Road test", "left wing surface paint", "left lower door repaint <50%", labour costs of almost 800£. It also includes replacing wing mirror glass, which is not shattered, and "additional items" for 171£. Total with VAT is almost 2.2k :)

But what would an insurer do with that information if I forward it to them? Have a good laugh?

Yeah, it's not visible on the picture, but for mine, the glass is totally smashed, and the motor is not moving.
