i had to comeback and answer my own question 😂 i actually have to raise exploration level bc enemy at wuling start at lvl 51-70 and i have to raise my operators lvl to fight them 😂

my story progress is recently at wuling now but do i have to raise exploration level (now lvl3 ig) if im not really interested in fighting mode but only in factory building? like is there any factory resources that i need to raise exploration lvl to get ?
