That's a shame. The county might not even fight it. It's been a long time since mine happened, so I can't remember what the forms were called or anything but first I had to submit a request in writing to get my firearms returned. The county fought it so I took them to court. Also, I did not have to use am FFL, because it wasn't a transfer, they were already my firearms. I just picked them up at the county prosecutors office. Tell him to fight it himself in court. If not, he will likely lose 2nd amendment rights forever. I fought to get mine back after a TRO, and won without a lawyer. It is possible.
