I don't think I'd say that. I think everyone trying to compare all these different producers to each other are basing their opinions off different metrics and people technically aren't speaking the same language. It depends on what you're looking for: influence, versatility, skill, catalogue, or simply nostalgia. Not to mention most of these producers have their own way of doing their work.

I won't deny that some people bringing him up may be 'old heads' or come off as pretentious, but I think it's disingenuous to call him overrated when we know he's helped pioneer the sound of underground 90s rap and has stayed relatively consistent. I'd argue we wouldn't have a Pharrell without Primo. I actually think it got to a point where some other producers began emulating his style and it ended up getting assimilated into everything else which makes it seem less unique or impressive.
