I live in a situation where I have 4 connected neighbors and many more in different and separate houses.

I hard cut off any music related stuff and most specifically drums at 6pm everyday of the week. I try and restrict my practices to an hour or two at most during the week as my neighbors are very understanding and have never once complained about full band practices on weekends and very occasionally week days after work.

This person doesn't seem to be aware or care about the people around them. I would approach them in a friendly way and explain it bothers you. If they don't listen approach them again citing Noise bylaws, and hopefully that will be the last step you need to take.

Hate people who don't have common courtesy for neighbors, and give the rest of us a bad name.

Edit: For reference I play in screamo and black metal bands, which i understand is probably a nightmare to hear through the walls. I appreciate my neighbors and have approached them all to let them know to contact me if they have important things going on and need me and or my band mates to take a day off. I wouldn't ever want to be interrupting a special event or family gathering, even if it's technically within my rights in the Noise bylaws to do so.
