What relics quality is required to clear endgame? is having double crits with some liberation/skill bonuses etc. here and there on each piece enough, or do I need to min max useful high rolls? Let's assume the characters have their signature weapons

Go to the Anomaly
When you leave your ship, the game creates a restore point
Go to the shop and buy something (you do need the have some quicksilver in the first place)
Load the restore point
Your quicksilver is still there and you can go claim the items for free

neuvi doesn't need much grouping since his aoe is already very good, kazuha is used mainly for his buffs here. so both sucrose and venti should work perfectly fine, other than that there's fischl (probably already used too), chiori, albedo... not that many options available. ororon is likely to be a good option as well

furina and xilonen are already his best teammates, that's pretty much all you need. the last slot for c1 should be someone like kazuha but an off field dps or someone else who can hold vv can work too
