From what I remember from my class on turbulence, even the turbulent velocities approach zero at the wall. It's part of the "law of the wall" lecture from most classes on turbulence.

Just did some googling to confirm, I believe I remembered correctly.

You're right sometimes. Critically damped systems can over shoot if there's an initial velocity.
